If you could observe delete logs in Commons would check all those flags were deleted and then restored when hethe admin discovered that was not technically possible use the bot to make these changes (for use in the templates). If you look at the history of the templates, you'll see that the parameter "border" was already in use (I didn't add it), mostly changed PNG by SVG flags, remove the border in flags of Nepal and change bordered flags by unbordered flags which had double border.
