Our Mediawiki:Titleblacklist page is made according to our Wikipedija:Suradničko ime policy:
U skladu s hrvatskim standarnim jezikom i netiketom, dva velika slova zaredom (ista ili različita, te tri ista mala), imena sačinjena samo od brojeva (ili s više od 2 broja u imenu) i naizmjenično pisanje velikog i malog slova nije poželjno. Također ne bi trebalo biti više od 3 znaka interpunkcije (točke i crtice) te razmaka (npr. Ivan I. Ivić je prihvatljivo).
If somebody wants to have user name which does not conform to our policy, his/her wish will be accomodated but we do not want to make easy to users making non-sensible user names, as mediawiki software allows us almost unlimited options for making sensible user names. - This user asked stewards to solve this problem because he could not create his account, so he can't edit this wiki and by consequence communicate with you. The problem is that Justincheng12345 has already done 10,095 editions globally on a significant number of projects, so I don't hink he's going to ask every bureaucrats on every projects to change his username just because of this. By the way, I still do not understand why every user names with five numbers inside would be banned from creation... - He can write as IP, or he can open temp account which will be renamed to username which he wants. I do not see problem if he wants to communicate or work here.

On the behalf of Justincheng12345, I'm asking you if you can create a user account for him and his bot, or if you can deffer it to people having the ability to create local accounts. By the way, I still do not understand why such user names are banned from creations. I've translated your quote from the policy above, it may be approximate, but from what I read I don't see where having such usernames won't be in accordance with your policy or the Croatian language.
